John Elsey, an architect with GBC Design, presented plans for a new Brennaman Group office on Town Crossing and said the firm had not requested any variances for the one‑acre site. "It's basically a 4,000 square foot office building," Elsey told the Planning and Zoning Commission, describing a craftsman‑style, slab‑on‑grade building sited to protect a large tree and to allow future additions without requiring variances.
Staff member Wayne reported that the site at 4228 Towncross is in the B‑2 office district, that building lot coverage would be about 32 percent and that parking, grading and stormwater calculations had been reviewed and approved by the city consultant. Wayne said the project includes a dry detention basin, underground utilities and a proposed 34.5‑square‑foot freestanding identification sign. He recommended conditional approval, noting a 10‑foot drainage easement must be recorded and that the zoning permit would be held until the easement is recorded.
Commission members asked about trash enclosure security, utility metering and tenant arrangements. A commissioner asked whether a three‑sided enclosure might encourage scavenging; Elsey said medical or biological waste would be removed by a service and ordinary trash would be handled with roll‑off carriers. On utilities, Elsey said the design provides two furnaces for the two tenant units but does not include separate gas or electric meters at this time; the interior layout could be modified later if separate tenancy is required.
A motion to approve the project as submitted upon approval and recording of the drainage easement was made and seconded; the motion passed with the commission voting in favor. Staff indicated it would release the zoning permit once the drainage easement is recorded.
The commission's action was procedural and conditional; no variances were granted and the approval is contingent on the recorded easement and any permit conditions listed by staff. The applicant thanked the commission following the vote.
