Chaffee council adopts 2024 tax levy, updates disclosure rules and appoints city clerk

On Aug. 19, 2024, the City Council of Chaffee, Missouri, adopted the city’s annual tax-rate levy, approved amendments to ordinances governing financial-disclosure requirements for elected officials, and appointed Barbara K. Doan as City Clerk.

Mayor Steve Loucks opened the meeting and the public hearing on the tax levy; discussion was recorded and the hearing was closed. City Attorney Scott Horman presented Bill No. 2024-04 (Ordinance No. 110.2103) establishing the annual tax rate levy. Council member Eric Seyer made the motions to advance the readings and, with Danny Finley seconding the adoption motion, the ordinance was adopted as recorded in the minutes.

The council also considered Bill No. 2024-05 (Ordinance Nos. 119.020–119.060), described in the minutes as amendments relating to disclosure of financial interest by elected officials. The council completed first and second readings by title and adopted the ordinance after motion and second.

The minutes record routine business approvals. Building permits were approved for work at three properties: a vinyl privacy fence for Devon Yahn and for Madeline Hendrix and Joe Hendrix at 410 Cook St.; a $1,500 addition (two porches with awnings) for Bill Boitnott at 223 Black St.; and a new $170,000, 1,358-square-foot, three-bedroom, two-bath home for Joe Hendrix at 114 Black St. The council approved payment of an MFA bill totaling $2,438.49.

Council member Andy Sadler provided a parks update saying the Parks Department is exploring converting the old Food Giant building into a small sportsplex, is addressing gravel at Frisco Middle Field and algae at the pond, and noted the Youth League will purchase basketball jerseys.

Mayor Loucks informed the council that Assistant City Clerk Barbara K. Doan had been performing the city clerk’s duties following the clerk’s resignation and, on motion by Steve Milz seconded by Ryan Pobst, the council appointed Doan as City Clerk.

City Administrator Lee Horton reminded the council of a requested closed session. The council entered a closed session to "discuss or deal with the lease, purchase or sale of real estate, when public knowledge of the transaction(s) might negatively affect the price," on a motion by Danny Finley seconded by Steve Milz; the council later reopened the session on a motion by Eric Seyer, seconded by Danny Finley. The minutes excerpt does not record any final real-estate decision.

The meeting was adjourned. The minutes carry the standard caveat that they have not yet been approved and should not be considered the official record until formally approved by the council.
