Brentwood Redevelopment Corporation outlines Chapter 353 role; attorney says Manchester Road litigation not for open meeting

President Sheri Bilderback called the Brentwood Redevelopment Corporation special meeting to order at 6:00 p.m. on March 19, 2025, at Brentwood City Hall.
Mark Grimm of Gilmore Bell summarized the corporation’s role under Chapter 353, describing the statute as designed to facilitate redevelopment projects and noting that "any corporation can submit an urban renewal plan" to the city for consideration. Grimm said submissions are reviewed through the Chapter 353 process before the board conducts its review and makes recommendations.
Attorney Hetlage gave a brief update on the Manchester Road Redevelopment Project and told the board that the project "is currently in litigation and legal strategies should not be discussed in open meetings," indicating the board would not deliberate on litigation strategy in public session.
Under the consent agenda, Alderman Jeff Gould moved to approve the meeting minutes from Sept. 24, 2024; Alderman Steve Lochmoeller seconded the motion. A unanimous vote in favor was taken and the motion passed.
No members of the public offered comments during the citizen-comment portion of the meeting. A future meeting date of Sept. 23, 2025 was suggested and will be reviewed closer to the date. With no further business, Alderman Steve Lochmoeller moved to adjourn, Alderman Jeff Gould seconded, and the meeting ended at 6:17 p.m.
