The Green City Planning & Zoning Commission on Feb. 19 voted to recommend that City Council approve the final plat for Jacobs Ridge Phase 5, the remaining 30 lots in a five‑phase community. The motion was made by the chair and seconded by a commissioner; the roll call recorded affirmative votes and the item will move to City Council for final action.
Pulte Homes representative Devin Dougherty told the commission the community was broken into five phases totaling 166 units across two product lines and that the plat before the commission completes the upper northeast corner of the development. He said Phase 5 includes the three remaining required common‑space areas and a small playground as part of the open‑space obligations.
A staff report recommended a favorable recommendation to City Council, saying the final plat conforms with the preliminary concept plan received in 2021, meets the planned‑development criteria, and follows the roadway configuration and open‑space commitments previously approved. Staff noted that detailed improvement plans for sewer, water and stormwater remain under engineering review and that cost estimates will be required before council acceptance.
Commissioners asked for clarifications on the location of a common open‑space parcel and the planned mail kiosk. A member asked about project sales and capacity; the developer said the project was “just over 35% sold” and, in response to an audience question, said “I believe it’s 59 total units,” a statement that is not reconciled in the record with the developer’s earlier reference to a 166‑unit community.
After questions and brief discussion, the chair moved for a favorable recommendation to City Council for the final plat of Jacobs Ridge Phase 5; a commissioner seconded the motion. The commission took a roll‑call vote and recorded affirmative votes; staff will prepare cost estimates and the item will be transmitted to City Council for final approval and acceptance of improvements.
The commission’s recommendation is advisory; final plat approval, acceptance of public improvements and associated cost estimates will be decided by City Council at a future meeting.
