Johns Creek council reviews FY2026 CIP priorities; restrooms and comp plan among near‑term asks

Assistant City Manager Love presented the capital improvement program (CIP) annual review and an updated list of projects the council had signaled interest in during the retreat. Love told the council the FY2026 requests in the packet total roughly $10,000,000 and explained which projects are shown as staff 'green' projects and which were programmed in later years.
Council members debated prioritization. Several members said restrooms for the upcoming park are a basic necessity and recommended moving that $1,000,000 item earlier so the park opens with restroom facilities. Others urged the comprehensive plan update and transportation master plan be funded (the comp plan update deadline cited in the meeting requires completion by Oct. 31, 2028). Stormwater capital projects, field returfing and fiber connectivity also drew support. One council member noted that if the performing arts center becomes the funding priority, many of the listed projects would lose access to available cash and would need reprioritization.
Assistant City Manager Love said staff can present more conservative funding scenarios (e.g., best‑ and worst‑case slices of available funds) and will prioritize the list as directed during the budget process. The council gave staff directional feedback on priorities for the 2026 budget process but did not adopt a final prioritization at the work session.
