Board hears House Bill 47 implications; city says it already has several AEDs in parks

Parks staff raised House Bill 47, which would require automated external defibrillators (AEDs) at sports facilities, and said the city is working to interpret legal requirements and set a policy on AED placement and training. "We're probably ahead of other communities in terms of the number of AEDs that we have," the parks presenter said.
Staff reported there are currently six AEDs at sports parks (two at Butler Park, one at Greensburg, one at Spring Hill, one at East Liberty and one at Arras), with additional AEDs budgeted for Kleckner and Creek Bone Park. The devices are located at restrooms and kept heated to preserve battery life; crews inspect AEDs daily and the fire department recommends brands and assists with maintenance and pad replacement schedules.
Board members asked whether sports teams receive training; staff said coaches already receive CPR and first‑aid overviews with some AED content, and the goal is to expand that training to ensure coaches are comfortable using the devices.
No vote was taken; staff said they will continue working with the law director and fire department to formalize placement and a policy consistent with the bill.
