Public safety committee briefs council on countywide text‑to‑911 rollout and battalion chief deployment

The Public Safety Committee on Oct. 8 received two operational updates from Fire Department leadership. Chief Funai told the committee that Summit County launched text‑to‑911 on Oct. 1, enabling standard SMS messages to 911 for people who cannot safely speak or who are speech‑ or hearing‑impaired.

Chief Funai described the service’s mechanics and limits: texts must be standard SMS to the digits 911 (messaging apps do not work), the caller needs a text‑capable phone and wireless plan, and text conversations can take longer and occupy a dispatcher’s attention. He said the rollout will be accompanied by a public information campaign and that initial funding came from 9/11 government assistance funds.

Council members asked about dispatcher workload, redundancy during major outages and the accuracy of locating wireless callers. Funai said texts create a committed interaction that dispatchers handle via a separate window but that dispatchers are trained to multitask; he said location accuracy has improved through RapidSOS integration and that mobile assets (temporary towers) can be requested when infrastructure fails. Funai cautioned that locating someone by phone still lags commercial location services.

Chief Funai also updated the committee on Battalion Chief Josh Compton’s deployment with Ohio Task Force 1 to hurricane response missions in Florida and North Carolina. Funai said the city covers the chief’s time and any overtime costs upfront and that those expenses are reimbursable by FEMA.
