Planning staff presented several zoning text amendments intended to clarify and standardize uses across zoning districts and to remove inconsistencies in the ordinance.
The proposed changes include combining hospitals, psychiatric hospitals and counseling facilities that distribute medication on-site into a single "health care facilities" definition so those uses are treated consistently across zoning districts; allowing accessory outdoor storage in the Passenger and Product Transportation (PA-1) district and explicitly adding uses such as linen supply, industrial launderers, trade shops, gas stations and bulk landscape material suppliers; permitting the sale, rental or lease of vehicles and equipment within commercial centers if standards ensure compatibility with the center; and clarifying who may initiate a zoning map amendment (planning commission, county council, planning director and zoning administrator, in addition to property owners).
Planning staff said the amendments are technical and intended to remove inconsistency in the ordinance; the transcript shows staff walked the commission through each change and invited questions. No final action was recorded at this meeting; the body will consider formal adoption in a subsequent proceeding.
