Horry County planners review a slate of rezoning and subdivision requests; most items deferred to next week

Horry County planning staff ran through a lengthy set of rezoning, subdivision and special-use items and heard brief statements from applicants and their representatives. The meeting did not have a quorum for formal votes, and most items were deferred to next week for final action.

Key items presented by staff (Grayson) included:

- Contessa Bellamy (applicant present as Kacessa Bellamy): request to rezone 0.37 acres from MSF-10 to MSF-7 on Radius Road in Longs to allow a minor subdivision and to permit the applicant to shift a mobile home from Lot 9 to Lot 10. The applicant said the move would resolve a boundary complication and ease financing.

- Colby Johnson Investments: amended rezoning to RE-3 for 5.34 acres on Highway 707 in Murrells Inlet for office and display of pools; applicant representative Dan Park said staff agreed the pool area would be "outdoor display" rather than outdoor storage, which allowed the lower zoning classification.

- Jack H. Murray: rezoning of 1.99 acres from SF-40 to SF-20 on Julius Lane in Myrtle Beach for subdivision; applicant Jack Murray said he had no additional comments beyond staff's presentation.

- Calvary Chapel: request to rezone about 16.89 acres to permit a church, youth center and outdoor storage along McNair Boulevard and Piling Road in Myrtle Beach; the applicant representative said the church purchased an existing storage site and plans to retain some commercial storage to help fund construction of church facilities and a future school.

- Schutzen Scott King: rezoning nearly 29 acres from SF-8.5 to AG-1 for farm animals on Highway 701 South near Conway; staff noted a nearby resident provided an address and had no further comment.

- Jenny McDowell (auto repair): rezoning 0.67 acres from Neighborhood Commercial to AG-2 on Highway 905 in Conway (former Jerry Cycle Shop); applicant Jimmy McDowell said the change is to obtain business-license compliance.

- Michael/Rachel Goodrich: recombination and rezoning of 1.54 acres on Hampton Road in Conway to SF-20 to extend a property line.

- Andrew Welch: rezoning 5 acres from LFA to AG-2 for commercial outdoor storage for a fence company on Golz Road; the applicant attended and had no comments.

- Diamond Shores: rezoning 5.85 acres to RE-4 for boat and RV storage on Highway 90 in Conway; applicant Ashley Cowan said staff explained the project and she was available to answer questions.

- Robert Escaton: rezoning 2.59 acres to RE-4 for a gas station at Highway 9 and 905; applicant Jeff Guyton said the owner acquired the property in three transactions and seeks to unify zoning to allow a convenience store.

- Earthworks for Shampit River: rezoning about 51.64 acres to MRD-2 for 130 single-family homes on Bay Road and Freewoods Road; the applicant representative said the plan now includes a turn lane off Bay Road, increased buffers (up to 75 feet in places), larger ponds for stormwater control, and other measures to address traffic and flooding concerns; staff said they received a letter of opposition from the Burgess Community Association.

- Ortiz Harquin: rezoning 1.22 acres from LFA to MSF-20 on Highway 1124 in Conway to subdivide into two lots; applicant Julio Ortiz said the request is to build two homes instead of one.

Because the meeting lacked a quorum, the chair postponed minutes approval and asked that the items return next week for action. Several applicants said they would return at the next meeting.
