Johns Creek council supports plan to bring public works functions in-house

Greer said preliminary modeling indicated the first year would be net neutral compared with current professional-services expenditures and that modest savings could arise over time. "In the 1st year, it would be net neutral," Greer said, describing analysis of salary, benefits and current contract costs.
Council members thanked Jacobs for prior support but said they supported bringing the department under direct city management for greater control and continuity. One councilor said past insourcing of parks had succeeded and that public works was a logical next step. Concerns were raised about long-term benefit-cost factors and inflation, but several members signaled they would support the staff recommendation.
The council agreed by consensus to proceed with steps necessary to in-source public works; staff will return with implementation details and position allocations for council action.
