Council approves first reading to rezone 825 South Ellis back to R-3 residential

The Cape Girardeau City Council voted on Dec. 1 to advance Bill 25-117, a first-reading ordinance to rezone property at 825 South Ellis Street from Neighborhood Commercial (NC) to R-3 high-density single-family residential.
Planning staff member Mr. Shrimpton told the council the property was rezoned to NC in about 2020 to permit a commercial daycare that later closed. "The owners would like to rezone the property back to R 3 to get it back to residential use," he said, noting the surrounding block is already zoned R-3.
The mayor opened a public hearing on the rezoning earlier in the meeting and no members of the public appeared to speak; the hearing was closed before the matter came forward for first reading. A motion to approve Bill 25-117 was made, seconded and approved on first reading that evening.
Councilmembers did not record extended debate on the ordinance during the meeting; staff described the request as restoring the property's residential character after the commercial tenant left. The ordinance will return for additional readings and any required notifications under the city's zoning code.
