Mantorville council approves partial lot sale, signage change and street work; tables sheriff27s contract and preliminary budget

The Mantorville City Council on Aug. 26 approved several routine items and took two votes to postpone higher-profile matters.
The council voted 5-0 to approve a request by the owner of 508 Clay Street to purchase 20 feet of an adjoining parcel at 16 5th Street West after Tim Hruska of WHKS presented a certificate of survey and told the council the resulting lot would remain conforming under local standards. Councilmember Lyle Hoaglund moved to approve the sale; Councilmember Lynnette Nash seconded and the motion carried 5-0.
The council also approved changes to a Casey27s sign design, despite objections from the Mantorville Restoration Association. Members noted that trademark protections limit the city27s authority over sign content, but the council may regulate size and height. Councilmember Henry Blair moved to approve the new signage while requesting the restaurant reduce or remove the chicken graphic if feasible; Councilmember Nash seconded and the motion passed 5-0.
In public works matters, the council approved contracting with S.L. Contracting to perform street sweeping before Marigold Days at a cost of $615.00 and authorized Durst to perform downtown striping for $1,632.18. Both motions passed 5-0.
Two agenda items were postponed for further review. Councilmember Lynnette Nash moved and Councilmember Lyle Hoaglund seconded to table language concerns in the Dodge County Sheriff27s 2025 contract so Scott Rose can be invited to the next meeting to answer questions; that motion carried 5-0. Separately, the council heard a preliminary 2025 budget included needs such as new radios and a drain for the fire department and possible street-budget changes pending Public Works Lead Joe Adams27s assessment; Councilmember Jeffrey Ingalls moved to table the preliminary budget for follow-up and Councilmember Nash seconded; the motion passed 5-0. Clerk-Treasurer Gretchen Lohrbach said she will provide levy-date information requested by the council.
The meeting wrapped up with committee reports and the mayor27s note that MnDOT27s "Construction and Coffee" outreach had been well received; state legislators Carla Nelson and Duane Quam are expected to attend a future event and U.S. Sen. Amy Klobuchar or a staff representative may attend.
The council adjourned at 7:50 p.m.
