Councilman Billy McAllister (S23) moved to confirm the promotion; the motion was seconded and approved by voice vote. The appointee thanked his family and department leadership after the council vote.
Council members also received and acted on a range of communications: they referred multiple appropriations (including the 2026–27 capital budget) and utility-rate updates to public hearings; approved accepting a $5,000 donation from the Rotary Club and Traveling Toys Inc. to support a toy-lending library; approved an $80,000 grant award to the Department of Elderly Services from the Peter and Carmen Lucille Buck Foundation; and ratified a collaboration and data-use agreement with the Cummings Foundation to provide wellness services and equipment to police personnel (the agreement brings initial funds of $83,625 for health assessments, $32,000 for gym equipment and $14,000 for peer-support training and could total roughly $600,000 over several years).
Several land-acquisition and transportation grant resolutions were received and either approved or sent to committee per the agenda. Many items were referred to committee-of-the-whole or ad hoc review for additional vetting and public hearings.
