Parks staff outline playground, restroom and shade plans; Creek Farm restroom due March 22

Parks staff told the Green City Parks and Recreation Board on March 4 that work on several capital projects is progressing, with a mix of near-term openings and deferred projects pending grant funding.
Staff member (S2) said the department has settled on an inclusive playground design for Collective Park and plans to invite parents of children with disabilities and the playground supplier to review the layout and accessibility features. "We want to get some parents together in the community that have children with disabilities and give them the opportunity to take a look at that design," S2 said.
S2 reported Kolakner Park is about "95% done" in concept and staff will move into construction plans, with the project expected to be advertised for bid in April. S2 also said staff and consultant Ivan Valentic of GPD will be on-site at Rail Park as weather improves to restart work.
Regarding Creek Farm Park, S2 said the restroom building will be complete on March 22 and that Ohio Edison has extended power into the park. "It's just a matter of finalizing utility hookups at the foundation," S2 said, noting the building uses a stone foundation and should be functional by early April.
Central Park’s planned shade structures have been delayed to 2027 while staff seeks state capital funding to help pay for the seating-bowl shade. "We're gonna ask for another grant to help us shade the seating bowl," S2 said; the board agreed pursuing outside capital funding is the reason for the schedule shift.
Board members also praised finishing touches on past projects. Committee member (S6) said the project team’s choice of pavers improved the look over stamped concrete: "The pavers are a much nicer touch." Staff confirmed upcoming site visits and continued coordination on construction timing.
The department also told the board that portable toilets will remain in parks until permanent restrooms are operable and that some locations (Harrison, Greensburg) may open restrooms earlier for spring sports. Next steps include finalizing construction documents for Kolakner Park, advertising bids in April, and continuing the grant application work for Central Park shade.
