DGS outlines MCPS depot lease and county resiliency hub investments

The Department of General Services told the committee it executed a lease for a former warehouse site to become the new MCPS bus maintenance depot and is coordinating design, community outreach and Maryland Department of Environment mitigation requirements.

Director David Zeiss said the Goethe and Dover site will accommodate roughly 100'150 buses and is a key step in redeveloping the east side of Crabb's Branch Way. Greg Austin said the lease was executed in November and design is nearly complete; the project team expects to start construction this summer and to begin the depot migration in August of next year.

DGS also explained adjustments in the utilities non-departmental account (NDA). Staff said the county executive's FY27 recommendation includes a net $633,618 increase for utilities NDA, of which roughly $2.1 million accounts for multi-year lease payments related to resiliency hubs and microgrid buildouts. Staff said those lease payments are contractual obligations for the multi-year resiliency program and recommended those items be treated differently from discretionary reconciliation items.

Committee members questioned the categorization of contractually required items on the reconciliation list and sought confirmation that programmatic lease obligations would not be treated as one-time cuts. DGS emphasized that lease obligations and certain resiliency-hub costs are not discretionary and that the county has used power-purchase agreements and microgrid design to lower net commodity costs in some cases.

What happens next: DGS said pre-submission community meetings for mandatory referral will occur later in the month. Committee staff will post a revised staff report with additional context for the record and the project will proceed through required permitting and community engagement steps.
