Mr. McDonald told the commission the general plan, originally adopted on Jan. 23, 2018, resulted from two years of public input and remains a “living document” that staff regularly updates. He explained the plan uses place types rather than simple zoning boxes to protect the character of areas such as the historic downtown and to direct the appropriate location and type of commercial uses.
Mr. McDonald described chapters addressing infrastructure (water, wastewater, solid waste, electric, streets maintenance, recycling) and public safety and said staff evaluates every project for alignment with the plan. He listed implementation tools including the city’s annual general fund (around $57,000,000), the five-year capital improvement plan, tax increment reinvestment zones, and intergovernmental agreements with county and state agencies for major projects such as the Northern Loop.
Commissioners asked how often the plan is updated; Mr. McDonald said staff treats it as a rolling document that is typically revisited on a roughly five-year cycle and that specific chapters are amended as needed. The commission expressed appreciation for the overview and requested continued updates and related materials in future agendas.
