The governing body approved a financial incentive of $284,403 for a business prospect known as Project Saddle and voted to deny incentives for Project Copper Spur during a Nov. 19, 2025 meeting, the chair said.
The action followed an executive session called under state economic-development law (section 551.087) to discuss commercial and financial information related to business prospects and possible incentives. The chair announced the session would cover two projects described on the record as Project Iron Saddle (also referred to as Project Saddle) and Project Copper Spur and that the body would reconvene when the session concluded.
After returning from executive session, a motion to approve an incentive for Project Saddle was made (mover identified in discussion as Chandler) and the dollar amount was specified on the record as $284,403; Ashley confirmed the amount. The motion was seconded in discussion (John Henley was named) and the chair called for a vote, announcing, “Motion passes 4 0.”
On the separate item for Project Copper Spur, a member moved to deny incentive action and John Hinton seconded the motion; the chair again called the vote and announced the motion passed 4-0, effectively denying incentives for that prospect.
Before the executive-session items, the meeting opened with an announcement that a quorum was present (all except Zach Smith) and the body approved the meeting minutes from Nov. 19, 2025 by voice vote after a motion by John Hinton and a second from Luke Williams. The chair opened the public-comment portion of the agenda and said none were received before adjourning the meeting.
No additional details about the projects, including the identity of the business prospects, proposed incentive structure beyond the approved amount for Project Saddle, or conditions attached to the approvals or denials were stated on the public record during the meeting.
