Finance Committee forwards Safety Town appropriation and Tyler Technologies renewal to council

The North Royalton Finance Committee voted to send Ordinance 26-53 (an amendment including a $35,000 Safety Town appropriation and other adjustments) and Ordinance 26-54 (annual Tyler Technologies renewal at $64,250.21) to the city council agenda.
The North Royalton Finance Committee on March 17 moved two ordinances to the full council agenda: Ordinance 26-53, an amendment to 2026 appropriations that includes an estimated $35,000 expense for Safety Town construction and smaller line items for opioid-settlement expenditures and CPR training; and Ordinance 26-54, the annual renewal of the city’s Tyler Technologies finance software maintenance contract.
Finance Director Jenny Esarey described the items. For Ordinance 26-53 she said the $35,000 estimate for Safety Town covers graphics, building materials, painting and traffic signage; she said donations are being tracked to offset the cost and that the Safety Town expense will post to account 1014795 while any donations will post to account 1013. She also said $5,000 is included for an Opioid Settlement expenditure (separate ordinance authorizes spending) and that Fund 209 carries an estimated $5,000 for CPR training certificates that now require payment.
On Ordinance 26-54 Esarey said that Tyler Technologies handles the city’s AP, billing, purchase orders, receipts and budgeting functions. The annual maintenance fee increased from $61,319.24 in 2025 to $64,250.21 for 2026; Esarey said she budgeted $64,251.00.
Both motions to forward the ordinances passed in committee with yeas from Chair Gary Petrusky and Vice Chair Mary Gorjanc; Paul Marnecheck was recorded as excused for the meeting. The committee’s action sends the ordinances to the next council agenda for a final vote.
