Henderson council approves rezoning, planning contract and $2.54M sewer loan; several routine items passed

HENDERSON, N.C. — The Henderson City Council on March 8 moved through a slate of agenda items, approving a rezoning petition, several consultant contracts, and a $2.54 million low-interest loan for sewer rehabilitation.
Rezoning: Council approved Ordinance 21-05 to rezone four Vance County parcels on Berry Avenue from B2A (Highway Commercial “A” District) to R6 (High Density Residential). Development Services Director Corey Williams said the Planning Board had unanimously recommended the change and that the rezoning would align with the city’s 2030 Comprehensive Plan. No members of the public spoke for or against the rezoning during the hearing.
Planning contract: Council approved Resolution 21-17 to award a contract to Insight Planning and Development to prepare a Unified Development Ordinance required by N.C.G.S. §160D and to update the 2030 Comprehensive Plan. Staff said Insight’s bid of approximately $99,000 would complete both projects and save roughly $36,500 compared with other bids.
Water and resilience plans: Council approved an AECOM contract to prepare a Risk and Resilience Assessment, an Emergency Response Plan and a Source Water Resiliency and Response Plan for Kerr Lake Regional Water. Director Christy Lipscomb said the Risk & Resilience Assessment is due June 30, 2021, and the other plans are due by Dec. 31, 2021.
Sewer loan and rate impact: As part of the consent agenda the council accepted a $2,542,553 loan from the Clean Water State Revolving Fund to finance the Henderson Sewer Rehabilitation 2020 Project at zero interest. Staff said the loan is expected to cover engineering and construction and that the project will require an approximately 3% sewer-rate increase, about $1.52 per month for an average household using 5,000 gallons of water per month.
Other business: The council approved a contract to perform the FY2020-21 audit for $51,500, authorized staff to proceed with the upset-bid process to dispose of jointly owned properties at 509 and 513 Grant Street, and directed the clerk to investigate the sufficiency of an annexation petition for roughly 7.12 acres on Red Oak Road under N.C.G.S. §160A-31. The consent agenda also included a $14,927.31 change order for CARES Act work and approved tax releases/refunds and audit discoveries.
No public speakers: The minutes record that no citizens addressed Council on agenda or non-agenda items during the meeting.
