Paulding County school board approves personnel report, intergovernmental agreements and MOUs

The Paulding County School District Board of Education unanimously approved a personnel report covering items 1 through 59 and authorized district leaders to execute agreements with local law enforcement and municipalities at its meeting.
Superintendent Barnett presented the personnel report for board action; "the recommendation is to approve the personnel report as presented this morning, including items 1 through 59," Barnett said. Miss Gillett moved to approve, Miss Sauer seconded, and the chair announced the motion passed unanimously after a voice/raise-of-hands vote.
The board also authorized the superintendent and the board chair to execute an intergovernmental agreement (IGA) with the Paulding County Sheriff's Office to define jurisdiction, roles and operational responsibilities for law enforcement on district property and during district activities. Barnett said the IGA "did not change materially" from the version presented at the prior meeting and asked the board to authorize execution; Mr. Clayton moved the authorization and Mr. Nolan seconded; the chair recorded the motion as passed unanimously.
For more-limited, city-level coordination, the board approved memoranda of understanding (MOUs) with the City of Dallas (including the city's police department) and with the City of Hiram. A board member asked whether the Dallas agreement was with the city or the police department; district staff clarified it includes the department as part of the city's signature block, and Julie (district staff) explained the city forwards certain law-enforcement dispatches to the county while life-safety calls remain routed to county services. Mr. Nolan moved approval of the Dallas MOU (seconded by Mr. Clayton) and the board voted to approve it; Mr. Nolan later moved approval of the Hiram MOU (seconded by Miss Sauer) and the chair announced that motion passed unanimously as well.
The chair also called for and recorded a motion to adjourn to executive session to discuss personnel, land, legal and safety topics; Mr. Clayton moved, Mr. Nolan seconded, and the board adjourned. After the executive session the board reconvened and completed the personnel vote described above.
What the votes do and what remains: the IGA and MOUs authorize the superintendent and board chair to execute the final documents; the IGA was described by Barnett as substantially the same as the earlier draft and will terminate any prior IGA that covered similar matters. The construction manager selection for the Austin Middle School renovation was presented as a procurement committee recommendation (RK Redding Construction) and will return with a guaranteed maximum price contract for board approval; the selection itself was completed by the evaluation committee and the GMP contract is a separate forthcoming action.
