County launches outreach for Bay Fair BART site technical assistance and community‑based transportation plan

Alameda County planning staff briefed supervisors on two related initiatives to advance housing and transportation projects near the Bay Fair BART station.
Albert Lopez and county planners said the county was awarded $250,000 in regional Priority Sites Technical Assistance (PSTA) to do predevelopment work on the BART‑owned Bay Fair parcels and that BART is aiming for developer solicitation by 2028. "The predevelopment work aims to advance Bayfair to the next step, which is the developer solicitation stage," staff said.
Separately, a Community‑Based Transportation Plan (CBTP), funded with a $350,000 Alameda County Transportation Commission grant, will map neighborhood mobility needs around the station, prioritize pedestrian, bicycle and bus‑stop investments, and identify funding strategies. Dominic Lucchese said the CBTP will emphasize equity‑priority communities and produce project lists for both San Leandro and Alameda County.
Staff outlined outreach steps: updates to advisory bodies in November, community engagement in early 2026, and draft recommendations by late 2026 with adoption steps thereafter. Supervisors asked staff to coordinate closely with Public Works and San Leandro, and to report back on funding strategies for projects identified by the CBTP.
No actions were taken; staff will continue outreach and report back as the predevelopment and community‑engagement phases proceed.
