Green City Council adopts two emergency resolutions, schedules hearings on rezoning and energy program

The Green City Council on Feb. 10 adopted two emergency measures and set dates for upcoming public hearings.
The council unanimously adopted Resolution 2026-R05, which authorizes the administration to trade in a used Bobcat valued at $11,175.53 as part of the purchase of a new Bobcat; the new equipment’s net cost was described as about $70,000. Finance Committee Chair Humphrey reported the committee supported first-reading passage before the council moved to suspend committee deliberations, bypass the three-reading requirement and adopt the resolution.
Council also adopted Resolution 2026-R07 as amended to correct appropriations across funds. Chair Humphrey said R-07 addresses two items: (1) accounting for employee medical premium transactions (an added fund movement of $231,000 that Humphrey described as a pass-through to match invoices and employee deductions) and (2) a temporary contracted-services advance to a golf-course management account for Raintree ($50,000). Council amended Exhibit A so the total net change across funds is $281,000, then suspended committee deliberations, bypassed three readings and adopted R-07 as amended by roll call (adopted 6–0).
In routine business the council approved the Jan. 13, 2026 meeting minutes (TMP 5220) and the December 2025 electronic financial report (TMP 5234, subject to audit) after motions and roll-call votes.
Clerk Adam Clark announced a Planning & Zoning recommendation and scheduled public hearings. The council referred ordinance 2026-03 — a proposed rezoning of roughly 2.76 acres at 988 E. Turkey Foot Lake Road from R-1 (single-family residential) to B-1 (general business) — to the Planning, Community & Economic Development Committee and set a public hearing for March 10, 2026 at 7 p.m. in council chambers. The council also referred two items related to joining the Northeast Ohio Public Energy Council (NOPEC) aggregation program (2026-04 and 2026-05) to the Intergovernmental & Utilities Committee; public hearings for those items were scheduled Feb. 24 at 3 p.m. and 7 p.m.
What happens next: the rezoning and NOPEC items will be considered at the committee level and at scheduled public hearings. R-05 and the amended R-07 take effect per the council’s emergency declarations unless further legal limitations apply.
