City revises civil-service rules to add ADA accommodations and expand hiring flexibility

The Rules & Personnel Committee received a presentation on a two-year effort to update the City of Greene’s civil service rules to reflect changes in hiring practice, technology and Americans with Disabilities Act (ADA) compliance.
Mayor (acting) described a multi-stakeholder process that included department directors, HR, the law department and special counsel focused on ADA and employment law. HR Director Pam Serena summarized the substantive changes: an ADA accommodation section to communicate how applicants request accommodations; broader allowable testing formats (written, oral, performance, rating by experience); an increase in the number of candidates certified from 11 to 18 (where applicant volumes permit); expanded ability for hiring directors to interview all passing candidates for promotional opportunities; and a reduction of the appeals period from 7 days to 3 for efficiency.
Pam Serena said the Civil Service Commission reviewed the draft and unanimously approved it on Nov. 7. “One of the objectives as stated by the administration was, to be ADA compliant in our new rules language,” Serena said, noting the changes were intended both to protect applicants’ rights and give appointing authorities more practical hiring tools.
Next steps: The Rules Committee will request time on the regular council agenda to bring the revised civil service rules for second reading and potential adoption.
