Greene council backs short-term moratorium on vape-shop permits to allow regulatory review

Councilmembers introduced Resolution 2025-R66A, a one-year moratorium on accepting applications for or granting zoning certificates for vape shops, so the city can review state and local law and prepare regulations.
Councilmember CJ Maager (sponsor) said councilors had heard complaints and seen anecdotal signs that some shops may be operating in ways the city cannot currently enforce. “We do need to have some time to work with administration to come up with some ordinances and legislation,” Maager said, explaining the moratorium would prevent new businesses from opening before the public process is complete.
The administration said planning staff and the law director are reviewing surrounding communities’ rules as models and will prepare proposed language. The matter was set for second reading in December with administration support for the pause.
A public commenter, Pat Karlowski, thanked the council for moving quickly to put the moratorium in place and urged rapid follow-through.
Next steps: The matter will return for second reading at the council’s first December meeting and, depending on the council’s action, the moratorium could take effect immediately thereafter.
