Greene council committees preview $47.9M operating budget and $24.18M capital plan ahead of December vote

The City of Greene’s committee sessions on Tuesday opened with Finance Committee chair Gerard Neugebauer reviewing the administration’s proposed 2026 budgets and asking members to take time for further review before a December vote.
Neugebauer said the operating budget totals $47,940,000, a 6.24% increase over 2025, and pointed to higher contract and staffing costs as primary drivers. He said the capital appropriation is $24,177,440, and that roughly $18 million of that would fund the Arlington Road Corridor Improvement Project.
“We did have a rather lengthy discussion of this at our last council meeting,” Neugebauer said, noting the items are on third reading and that the committee would request time to finalize the package in December.
Mayor (acting as meeting convener) and staff confirmed they had notified the public and would keep the finance director available for follow-up questions when she returns in early December. The mayor said residents and council members may submit questions during the two-week review period.
The committee also discussed Resolution 2025-R50A, a year-end series of appropriation adjustments described by Neugebauer as routine year-end cleanups; the total adjustments were enumerated in committee as $106,927,000. The mayor recommended, and the committee agreed, to defer final action until finance director Shelley Goodrich can confirm any last-minute changes.
Next steps: The Finance Committee will request time on the regular council agenda so the full council may consider the operating and capital appropriation resolutions at its December meetings.
