Green council adopts contracts, cemetery rules, parks grant and multiple routine measures
Summary

In a single session on July 9, 2024 the Green City Council approved a series of resolutions and one ordinance covering public‑works contracts, cemetery columbaria, park funding, emergency planning, personnel pay adjustments and board appointments.
Key adopted items included:
• 2024‑R28: Awarded a contract to Eclipse Company LLC for the Willowdale Trail project for $934,765.39; the finance committee reported $383,607 of the cost would come from the pipeline settlement fund. The council adopted the resolution on roll call.
• 2024‑R34: Awarded a contract to Parham Electric for the South Main Street pedestrian crossing project for $275,155; the project is expected to start later this summer.
• 2024‑R36 / 2024‑R37 / 2024‑O08: Adopted a contract (not to exceed $247,578) with North Hill Marble and Granite Company for Phase 1 of columbaria at Greensburg Cemetery (208 niches), temporarily reduced initial niche pricing to $1,400 for residents and $2,300 for nonresidents, and amended the city’s cemetery fee code to include columbaria fees and niche opening/closing charges.
• 2024‑R45A: Authorized a $1,055,300 appropriation and agreement with the Cal Ripken Senior Foundation to construct an ADA‑compliant multisport field at Kleckner Park; funding sources listed in committee remarks included $347,800 from the Park Capital Fund, a $700,000 state capital appropriation and a $60,000 Summit County CDBG award.
• 2024‑R44: Authorized continued contracting with Retzel and Andrus for legal services exceeding $10,000; council bypassed the three‑reading rule and adopted the resolution.
• 2024‑R29 and 2024‑R30: Public safety committee items adopting the Summit County hazard mitigation plan update (R29) and the updated Summit County 9‑1‑1 plan (R30) were adopted with votes to bypass additional readings.
• 2024‑R38 and 2024‑R39: Planning committee items approving final plats and performance bonds for Spring Hill Phase 6 (bond $519,678.09) and Spring Hill Villas (bond $1,337,177.79) were adopted on third reading.

• 2024‑R42 and 2024‑R43: Rules & Personnel committee measures updating pay ranges (estimated total impact $99,725) and authorizing mayoral salary adjustments for nonbargaining employees were adopted; the council then confirmed several board and commission appointments.
Most measures were adopted unanimously or by clear majorities on recorded roll calls. Several second‑reading items related to a Sheetz site tax‑increment financing repeal and replacement (ordinances O09/O10) were given time and not advanced that night.
What’s next: All adopted resolutions will be implemented through administration departments identified in committee reports; specific follow‑ups (contracts, agreements, or grant acceptance steps) will return to council for any required additional approvals.
