The Borough of Old Tappan mayor and council adopted a consent resolution that packaged routine bills and claims, 2025 budget transfers, assessment billing items and several contracts, including an interlocal services agreement, an animal-control services contract, a cooperative pricing agreement and police employee health savings account contributions. Speaker 2 introduced the consent package and Speaker 3 read its text. Council discussed the animal-control contract timing, with one council member asking why the contract appears now instead of during the regular budget process. Council members replied that the contract is for the calendar year (Jan. 1–Dec. 31) and that the change preserves continuity; no dissent was recorded.
