Council members agreed Leslie should be able to approve payroll in Huntington Bank prior to release and that another official will co-sign checks until a treasurer is hired.
System access and oversight: Councilors asked that finance departments from both member cities receive read-only access to the SSI system so they can confirm trial balances and reconciliations. Goodrich and other finance directors said they would set up read-only access and remain available as technical resources during the transition.
Hiring steps: Goodrich provided a draft job description and offered to help post the position; members discussed whether to start recruiting now or wait until Julian and Grube complete their assessment and recommended responsibilities. The president said he would ask Julian and Grube to begin work immediately and start the treasurer search in parallel. The council also discussed handling interviews via a special meeting and using executive session for employment discussions.
