Green City Council adopts series of routine measures, approves park project and public-defender renewal

The Green City Council on March 11 approved a slate of routine resolutions and ordinances, including funding to rebuild the Betler Park basketball court and a renewal of the city’s contract with the Summit County Public Defender.
Council adopted resolution 2025-R05 to contract with Vasco Sports Contractors for reconstruction of the Betler Park basketball court and construction of an accessible pathway from the parking lot. The council-recorded project total is $100,000, with $73,296 allocated for the court, $26,704 for the path and a $10,000 contingency. The resolution passed by roll call (adopted 7–0).
Council also adopted 2025-R06 to renew the agreement with the Summit County Public Defenders Commission. Members were told the city budgets about $7,000 annually for the service and that the fee per case will increase from $210 to $230; the resolution passed by roll call (adopted 7–0).
On utilities, council considered and then adopted Ordinance 2025-05 to continue the city’s governmental electricity aggregation with DynaG Energy Services. Administration representatives and council members noted the aggregation rate is not yet locked and that residents should expect higher pricing; the city staff said it will post information and hold public outreach so residents can ask questions. Council bypassed the third-reading requirement and adopted the ordinance by roll call (adopted 7–0).
The council approved two agricultural-permit renewals — TMP4893 (owner: Frank Bridal; ~135.149 acres at 1300 East Nimasillo Road, parcels listed) and TMP4903 (owner: Jerry Cooner; ~32.02 acres on Apple Ridge Road) — following a public hearing and a motion to approve. The chair closed the public hearing after the motion carried.
Other items adopted without extended debate included 2025-R04, a resolution contracting for specialized labor and employment legal services, and Ordinance 2025-04, an update and republication of the codified ordinances to align with the Ohio Revised Code; both measures were adopted by roll call. The council also received committee updates on roadwork: ODOT plans Massillon Road resurfacing inside the city beginning in July and the crosswalk at Forest Cove is under construction.
