Public safety committee reviews county hazard‑mitigation plan; county asks for adoption by Aug. 9

The Public Safety Committee considered Resolution 2024‑R29, a measure to adopt the Summit County Emergency Management Agency’s updated multi‑jurisdictional Hazard Mitigation Plan.
The chief explained the purpose: mitigation actions taken before disasters reduce long‑term risk to people and property and jurisdictions must be party to an adopted county plan to remain eligible for some federal mitigation and post‑disaster grants. “Since the Disaster Mitigation Act of 2000, the county has been sponsoring the creation of this plan,” the chief said, noting the plan is reviewed on a five‑year cycle.
Staff said the plan is comprehensive — roughly 200 pages — and includes hazard inventories, risk assessments and mitigation strategies. The chief noted the county requested that jurisdictions adopt the plan by Aug. 9 to meet county scheduling and grant timelines.
Law Director Lisa Dean explained the county sought an exemption under Ohio Revised Code to withhold certain homeland‑security information from ordinary public record requests; the city has a process for vetted access to the full plan file. Committee members asked whether staff were satisfied with the process and content; the chief and law director said they were comfortable with the plan as revised.
The committee agreed to request second reading passage at the council’s first July meeting to meet the county timeline.
