Oak Ridge Council approved a revised policy and procedures for a pilot property tax-incentive program designed to guide the negotiation and acceptance of payments in lieu of ad valorem tax for targeted industrial and data-center facilities.
City staff and the manager described the pilot as a tiered approach focusing incentives on seven targeted areas. During council discussion, Council member Smith and others raised concerns that the original wording referred narrowly to "training and deploy[ing] artificial intelligent models," which could unduly single out AI as the policy’s focus. Council adopted an amendment deleting that phrase and substituting a broader description that refers to "high computational ability." The council also agreed to delete an inadvertently included chart in Exhibit A at the advice of counsel.
Council members expressed a desire to be selective with incentives while acknowledging that incentives remain a competitive tool for attracting projects; staff said the tiered approach will allow more focused use of incentives going forward. The amendment to the policy passed on a recorded vote with no nays.
What happens next: The updated policy will guide the Industrial Development Board and city staff in negotiating PILOTs (payments in lieu of taxes) and is effective immediately; staff will implement the amendment and publish the revised document.
