Council ratifies multiple rezonings, adopts personnel comp-time fix and approves contracts and projects

Oak Ridge City Council used its January meeting to ratify a number of prior rezonings that required reapproval after a state law extended required public-notice publication from 15 to 21 days.
Staff explained the change in Tennessee law and said nine previously approved rezonings had been published with an 18-day notice and therefore required re-ratification; council approved those unanimous rezonings by voice vote. Two items that had not been unanimous were separately reheard: the Lafayette Crossing rezoning at Lafayette Drive and South Illinois Avenue and a Horizon Center parcel rezoning (IND2 to IND3 related to the BWXT building). Both items were reapproved on first reading with recorded tallies of five ayes and two nays.
On administrative and budget matters, council adopted a corrective personnel ordinance to restore compensatory time language that had been erroneously deleted in 2024; staff said employee pay practices were not affected and the ordinance was adopted on second and final reading (7–0).
Council also approved several resolutions by recorded or unanimous votes, including:
- A resolution authorizing emergency-management consulting with the Olson Group (Alexandria, VA) not to exceed $100,000 for a phased update to the city's emergency operations plan (approved; funding phased over three years).
- Acceptance of TDOT's proposal for the Edgemoor Road (S.R. 170) widening project (federal project STP‑17013), with staff noting concerns about sidewalks, U‑turns and access at Melton Lake/Edgemoor and requesting design consideration during right-of-way and NEPA completion (approved unanimously).
- A procurement authorization to purchase 15 vehicles from Ford of Murfreesboro using the state contract not to exceed $723,104; staff said eight vehicles will be repurposed and seven salvaged and that upfitting will draw from the equipment replacement fund (approved).
- Authorization for Davenport & Company LLC to conduct a $65,000 revenue/expense modeling study for energy-sector development projects (approved).
