Under the staff recommendation, residential rates would be set at 40% of maximum assessable fees and nonresidential rates at 60%; staff gave examples showing a single‑family home fee falling from $5,310 to $3,185.51 and a 20,000‑square‑foot office fee decreasing from $124,416 to $66,384.
Council members pressed staff on whether lowering fees could underfund projects already identified in the capital plan. Staff responded that impact fees are one funding tool among others, citing two TERS zones and county bond leverage, and said the council would be notified and the fees reconsidered if revenue projections proved insufficient.
Resident Chris Coffey, a local developer, spoke in favor of reductions, saying high impact fees influence builders to remodel rather than rebuild in older northern neighborhoods and that lower fees could spur needed reinvestment.
What’s next: The council approved the change at the meeting; staff said roadway, water and wastewater impact fees will be reassessed periodically and could return to council for future revisions.
