Harvey Cedars commissioners approve batch of resolutions, table several ordinances

At its Oct. 20 meeting the Board of Commissioners unanimously adopted resolutions including utility bill credits, tax cancellations, a one-year boat lease and cyber/security policies, approved a $2.37 million bills list, and tabled three ordinances related to a municipal boat launch, a historic house move and a donation.
The Board of Commissioners of the Borough of Harvey Cedars met Oct. 20 and unanimously adopted a package of resolutions covering utility bill credits, tax adjustments, equipment leases, cybersecurity and surplus-property sales, and approved the borough bills list totaling $2,368,655.40.
The board adopted RESOLUTION #2025-112 authorizing one-time adjustments to certain water and sewer accounts after the Utility Collector reviewed unusually high usage tied to leaks. The resolution lists two accounts with credits based on average homeowner usage, including an adjustment showing a water credit of $827.15 and sewer credit of $293.04 for one account and a second account with a $230.28 water credit and $55.24 sewer credit.
Commissioners also approved RESOLUTION #2025-113 to cancel overbilled 2025 taxes for property at 6 Camden Avenue after a Tax Court assessment reduction; the resolution specifies credits of $4,503.60 (2025) and $2,251.80 (2026) to be applied to future taxes. RESOLUTION #2025-114 authorized settlement of tax appeals for a separate property at 6800 Kent Place following a stipulated settlement recommended by the Borough Attorney and Tax Assessor.
The board authorized a one-year lease for a watercraft in RESOLUTION #2025-116, approving a lease of a 1981 Boston Whaler with a 2008 Honda 50 hp motor and trailer from owner Justin Monnig for $2,000, effective Nov. 1, 2025 through Oct. 31, 2026. Two change orders for the SFY 2017 test/production well project (RESOLUTIONS #2025-117 and #2025-118) were also approved.
On governance and risk-management matters, the board adopted RESOLUTION #2025-120 to adopt a Cyber Incident Response Plan and RESOLUTION #2025-121 to adopt a Technology Practices Policy aligned with the Ocean County Joint Insurance Fund’s intermediate security standards. RESOLUTION #2025-115 acknowledged the completed 2025 Best Practices Checklist required for final state aid determination.
The borough also authorized the online sale of surplus personal property through GovDeals under RESOLUTION #2025-122, listing numerous items from prior-year beach badges to vehicle docking stations; the resolution references N.J.S.A. 40A:11-36 and requires successful bidders to sign a hold-harmless and indemnification agreement.
Finally, the board approved RESOLUTION #2025-123, the bills list dated Oct. 20, 2025, for payment upon CFO verification; the total list amount recorded was $2,368,655.40, which includes a County tax payment of $2,016,586.10.
All recorded motions and roll-call votes shown in the minutes were unanimous: Mayor John M. Imperiale, Commissioner Joseph F. Gieger and Commissioner Paul G. Rice voted in favor of the measures. The meeting adjourned at 5:30 p.m.
