Clarke County supervisors hold budget hearing with no objections, unanimously approve routine resolutions

The Clarke County Board of Supervisors met April 20, 2026 at the Clarke County Courthouse and held a public hearing on the proposed fiscal 2026–27 county budget. Chairman Randy Dunbar called the meeting to order at 9:00 a.m., and the board unanimously approved the day’s agenda.
The board opened the budget hearing at 9:00 a.m. on a motion by Dean Robins, seconded by Brian Sorensen. According to the meeting record, there were no objections to the budget in person or in writing; the board closed the hearing and recorded the vote as unanimous.
Beyond the budget hearing, the supervisors moved through a set of routine resolutions. Dean Robins moved, and Brian Sorensen seconded, Res 26-057 to grant a Class C liquor license with an outdoor area and Sunday sales privilege to Fraternal Order of Eagles Aerie 3495, Inc., for the premises at 2329 N. Main, Osceola; the motion passed unanimously. The board also set a budget amendment hearing for May 11, 2026 at 9:00 a.m. via Res 26-058 (moved by Dean Robins, seconded by Brian Sorensen).
Res 26-059, approved on a motion by Brian Sorensen and seconded by Dean Robins, authorized a short-term occupancy agreement with Getting' Slushed South of 35 LLC for May 27–31, 2026 and July 1–5, 2026. The board approved Res 26-060, an amendment to County Ordinance 37 Section 17.04(3), to state that unauthorized use of the county secondary roadway right-of-way carries a civil penalty up to the amount allowable under Code of Iowa §331.307 and is not punishable by imprisonment.
Finally, the supervisors approved payment of claims submitted April 14–20, 2026 through Res 26-061. The meeting record lists fund totals for the period, including a General Basic Fund balance of $12,151.82, a Secondary Road Fund balance of $93,136.84, and an Emergency Management Fund balance of $314.31.
All motions and votes reported in the minutes were unanimous: Randy Dunbar, Dean Robins and Brian Sorensen recorded “Ayes.” With no further business, the board adjourned at 9:15 a.m.
