Committee advances amended Clarksburg Gateway Sector Plan to full council after zoning, implementation edits

The Montgomery County Planning, Housing and Parks Committee held its third work session on Feb. 23 on the Clarksburg Gateway Sector Plan, considering neighborhood-level recommendations, zoning translations and an implementation chapter that emphasizes public benefits and economic development strategies.

Council staff opened the session and noted a staff report and an addendum posted that morning. Staff presented neighborhood recommendations for the Gateway Center, Comsat (former CompSAT Laboratories), Linthicum and Upper Coolbrook neighborhoods, including suggested zoning changes that would translate several existing zones to CR/CRT designations with mixed-use and height guidance.

On the Gateway Center, staff recommended sustaining employment-oriented uses while allowing mixed-use redevelopment that could introduce housing and retail, along with street and stormwater guidance. "Future development should be compatible with existing uses," staff said while recommending reconfiguration of Gateway Center Drive to accommodate dedicated bus lanes where practicable.

The committee spent substantial time on the former CompSAT property, where staff and council members emphasized the site’s potential for major employers. Mr. Ali (council staff) read edits that prioritize a mix of residential, retail and institutional uses and recommend that office/professional uses be integrated with an activity center and transit infrastructure. Council members asked whether the recommended wording should explicitly include manufacturing or lab space; planning staff said the CR zone permits those uses and recommended adding clarifying language before full council.

The implementation chapter prompted debate over how prescriptive the plan should be about economic development actions. Some members cautioned against inserting specific mandates or consultant hires into a sector plan; others backed more detailed, action-oriented strategies. The committee settled on removing a prescriptive consultant requirement (recommendation 4) but adding introductory language that the county "can consider strategies and incentives for realizing the unique economic development potential of the plan area" and retained several suggested strategies (targeted zoning reforms, capital investments, financial tools and a possible consultant-led blueprint).

Staff also listed prioritized public benefits for optional-method development in the plan area, including a goal that projects provide more than the plan’s 15% Moderately Priced Dwelling Units (MPDUs) baseline and a priority for three-bedroom units to support families. Planning staff said code-guided thresholds determine how many three-bedroom MPDUs are required to qualify for the public-benefit point.

Technical edits in the addendum included an exception in green-cover calculations to exclude the I‑270 right-of-way dedication (because it does not further neighborhood green-cover goals), clarified language about wildlife passage in connection with an interchange or overpass, and explicit interim-design guidance to allow for future dedicated bus lanes where feasible. The committee declined to include illustrative renderings that planning staff submitted late; members said renderings can be shared informally but should not be adopted as plan policy at this stage.

At the session’s close the committee voted to forward the amended Clarksburg Gateway Sector Plan to full council. Chair Friedson called for a hand-raise vote; the committee recorded unanimous support at the work-session level and staff said the plan will next proceed to full council for final action.

The committee also noted that appendices (a revised travel analysis and an engagement appendix) are available on the Planning Department website. The work session included multiple technical edits and policy clarifications staff will carry forward to the full-council packet.
