Oak Ridge council approves revamped electric fees and 2% TVA rate increase, effective Oct. 1

The Oak Ridge City Council voted unanimously to adopt a suite of electric utility fee changes and approved a 2% rate adjustment under the city's resale rate schedule with the Tennessee Valley Authority, both intended to shore up utility finances and support infrastructure work.
City electric staff presented the fee changes as a long‑overdue update: "They have not been adjusted since 2011," an electric department representative said, explaining the increases aim to recover the real cost of reconnection and after‑hours work and to avoid cross‑subsidy by other ratepayers. The proposal includes increases to disconnect/nonpay fees and after‑hours reconnect charges and a plan to pair fee changes with administrative steps and customer notifications.
Council members asked about equity and customer impact. Council member Hammond pressed staff on how they assessed qualitative impacts on residents who would pay the higher fees; staff responded that the increases were calibrated to remain near regional medians while covering the high manual cost of reconnects and collections the department currently faces. Council member Hope suggested adopting a regular review cycle of two to three years to avoid large, infrequent swings.
Council member Smith moved an amendment to add an effective date; the motion set an effective date of Oct. 1, 2024 and was approved. Separately, the council approved a 2% across‑the‑board rate adjustment in the TVA resale agreement, also proposed to take effect Oct. 1 pending TVA regulatory review and the city's submission of supporting financials. The mayor and staff said the adjustments are intended to improve cash reserves and fund pole, substation and other infrastructure work.
Staff said they will notify customers via utility bill inserts and social media and coordinate billing system updates with the city's service provider prior to implementation. The council approved the amended fee resolution and the TVA rate adjustment by recorded voice tally (motions carried; the electric fee amendment recorded as approved 6–0 in the meeting record).
