The council approved a preliminary plat for White Rock Homes Phase 2 on June 24, a 34‑lot single‑family subdivision on roughly 10 acres already zoned for SF‑7.5.
Chad Marbell (planning staff, speaker 9) presented the plat and recommended approval; he told council the site is already zoned and that engineering will address wastewater, water and storm‑drainage during permit review. Resident Amy Hutton (speaker 11), who lives at 1718 E. Bankhead across the street from the proposed site, urged the council to consider stormwater and sewer capacity, noting Bankhead lacks storm drains and that nearby dry washes flood during rain events. Hutton also referenced a prior proposal for apartments on a neighboring lot and said residents had raised similar concerns then.
Staff and the applicant said stormwater detention on the property is dedicated and that the city engineer and permitting process will scrutinize designs to prevent impacts to adjacent properties. The council asked staff to contact the citizen and explain engineering details; the item passed on the consent agenda.
