Council approves Villa Lockwood annexation, zoning and preliminary plat; developer to fund Cosby Road improvements

Weatherford City Council on June 24 approved a package of actions for Villa Lockwood: a development agreement, voluntary annexation of roughly 17.819 acres, a zoning change to R‑3 with a planned unit development overlay for 161 single‑family-rental units, and the preliminary plat.
Assistant city manager/planning staff (speaker 9) said the development will include single‑story rental homes (one‑ to three‑bedroom products), exceed some city standards on materials and amenities, and dedicate land and funds toward road improvements. The developer's representative, Josh Eady (speaker 14, Next Metro Communities), said the project would provide private backyards, a pool, dog parks, EV chargers and other amenities. Eady said the exaction for Cosby Road improvements amounted to about $950,000 and that the developer would dedicate land necessary for intersection improvements.
Staff and the planning commission recommended approval; the council approved the development agreement, annexation ordinance and zoning amendment with conditions and then approved the preliminary plat. Council asked staff to ensure engineering and permit review would address drainage, wastewater and emergency access.
Council noted the project would add housing options and that staff will continue to coordinate the design details, construction phasing and required infrastructure improvements. The developer and staff committed to follow‑up with residents and to work with the city engineer on stormwater details.
