Finance director Paula Roach told commissioners the amendments include an HVAC replacement paid from fund balance, a second distribution of a register-of-deeds legislative grant (about $4,700) for automation, and allocations from a state-directed grant for ambulance purchases, related equipment, an oxygen filling station and stair-chair replacements. Roach said previously appropriated ARPA interest earnings (through 6/30/2024) would be moved to ARPA-enabled capital outlay to provide contingency for vehicle and ambulance cost overruns and to complete Viper radio installations in sheriff vehicles.
Roach also described a reimbursement resolution that combines items budgeted in fiscal years 2023-24 and 2024-25 so the county can pursue a larger financing package in January or February and thereby improve interest-rate competitiveness; she said the approach could lower borrowing costs compared with many small, separate loans.
Commissioners asked about timing and the process for ambulance remounts and radio installations; Roach said delivery times have shortened compared with peak COVID delays and that staff have begun outreach to dealerships. Commissioners voted to approve the budget amendments and the reimbursement resolution by voice vote.
Action and next steps: staff were instructed to proceed with purchases and to return with financing documents and any required procurement paperwork.
