Rutherford County commissioners approved two budget amendments on July 8: a $22,500 county contribution toward an NC State ORED study of school population growth and capacity, and an $8,158 arbitrage yield-reduction payment tied to 2019 limited obligation bonds.
County manager Steve Garrison told commissioners the NC State study (ORED) was engaged after prior conversations between county officials and school system leadership to provide independent analysis of population growth and school capacity. "Doctor Sutton and I had a conversation last year...if you'd be willing to cover that expense" for the study, Garrison said; commissioners agreed to fund the county’s share to support planning.
Garrison also explained the arbitrage payment is required because bonds issued in 2019 performed better than expected and exceeded IRS caps, resulting in a required remittance of $8,158 to the IRS.
A motion to approve the budget amendments was made, seconded and carried by voice/hand vote. Commissioners said the study supports a growing partnership with the school board to gather actionable enrollment and capacity data for future planning.
