The Planning and Zoning Board voted to approve an amendment that would allow used‑merchandise establishments in the LO zoning district, a change intended to enable a nonprofit to occupy a small LO parcel in the city.
City attorney Edward Martos and staff explained the change is narrow in scope — only two parcels in the LO district were identified — and that the broader TSDD rewrite would later create more flexible use categories making the carve‑out temporary. Attorney Bob Dela Fuente and LEAP executive director Malia Lindquist described LEAP's Dragonfly thrift‑store operations and said consolidating a South Miami location would help their counseling and training programs while reducing operating costs.
Staff and the board agreed the use is compatible with surrounding properties, and the board moved and approved the ordinance amendment on the record. The matter will proceed to the City Commission for readings as required by ordinance process.
