Ontario council approves development code amendments, loan, property sale and labor ordinance; votes at a glance

The Ontario City Council on a series of unanimous votes approved a development code amendment, a loan agreement and economic subsidy report, the sale of city property, an annual military equipment reporting item, and an ordinance amending contractor license requirements to enhance compliance with local labor standards.

Item 11 updated multiple chapters of the City of Ontario development code (administration, permits, zoning, development, sign regulations and definitions); staff opened and closed the hearing with no public speakers and the council adopted the amendment on a 5‑0 vote.

Item 12 was a resolution approving a loan agreement between the city and OTC Lot A Owner LLC and the accompanying economic subsidy report pursuant to Government Code section 53083; the council held the requisite public hearing and approved the resolution 5‑0.

Item 13 authorized a purchase and sale agreement for city property with Richard Fernando Barba; the council heard no public comment and approved the transaction unanimously.

On item 14 staff introduced the city’s annual military equipment reporting policy. The police chief clarified on the record that the presentation is an annual requirement and that there were no military‑equipment purchases for the department to report. The council adopted the item 5‑0.

Item 15 amended Section 3‑1‑112 of the municipal code to strengthen license requirements for contractors and subcontractors to better enforce local labor standards. Omar Cobian, representing local labor, described examples of so‑called “ghost contractors” and cash pay practices that harm workers and urged unanimous passage. The council moved, seconded and approved the ordinance 5‑0.
