Board approves three rezoning requests and several administrative items; waives resident CDA fees during county burn ban

The Sumter County Board of County Commissioners unanimously approved multiple agenda items on March 10, including three quasi-judicial rezonings and several contract, financial and administrative measures.

Zoning votes: the board approved ZON26-2 (rezoning ~2.34 acres to allow a Class A mobile home), ZON26-3 (rezoning ~1 acre from RR1 to Neighborhood Commercial/CN along N US 301) and ZON26-4 (rezoning ~0.37 acres to permit an R4M mobile-home placement). Assistant Planning Manager David Rodriguez presented each case, noted required notices and the Planning & Zoning Special Master's recommendation for approval; in each case there were no sustained public objections and the motions passed unanimously.

Contracts and financial items: staff presented two offers for surplus parcel R12C332 (11459 County Road 4678 in Webster) and recommended the higher offer; the board accepted the recommended offer and then approved items 2 through 12 in the contracts-and-agreements section as a package. The board also voted to approve four items in the financial section of the agenda.

Administrative action: following discussion of a countywide burn ban and rural residents' difficulty disposing of vegetative debris, the board voted to waive citizen drop-off-area (CDA) fees for residential vegetative yard waste while the burn ban remains in effect. The waiver is limited to Sumter County residents and excludes commercial haulers; staff will publish guidance and screen accounts.

Code-enforcement waiver: the board discussed and approved a previously directed 100% waiver of fines and release of lien for a specific property after staff said the owner had presented mitigating circumstances (address discrepancy and tenant litigation). Commissioners directed staff to review waiver-policy language at the March 17 workshop.

All formal motions recorded at the meeting passed unanimously.
