Board approves annexations and legalizes a portion of Southwest Holly Hill Road

The Washington County Board of Commissioners on July 7 approved several land‑use actions: legalization of a portion of Southwest Holly Hill Road as County Road 2482 and annexation of two tax lots and right‑of‑way (about three acres in North Bethany) into four service districts.

Stacy Shutler, county engineer, described the Holly Hill Road proposal and recommended a 50‑foot right‑of‑way to set the legal alignment. No members of the public testified on the road legalization and the Board adopted the resolution to legalize the road as County Road 2482 unanimously, 4–0.

County planning staff (Tricia Gerisco and Theresa Cherniak) presented four related annexation requests to add the subject property into the Tualatin Hills Park & Recreation District, Clean Water Services, the Enhanced Sheriff Patrol District and the Urban Road Maintenance District to prepare the site for future development. Staff said the requests met criteria for minor boundary changes, adjacent property owners had been notified per statute, and the annexations would become effective July 7, 2026. The Board adopted the four resolutions individually; each passed 4–0.

Commissioners noted the annexations are property‑owner initiated and that neighboring owners can request inclusion later if they choose. Staff also reminded that annexation typically creates a tax obligation to the receiving districts when properties develop.

Taken together, the actions establish the legal right‑of‑way for the named road segment and align service district boundaries for planned development on the identified North Bethany tax lots.
