Harvey Cedars commissioners appoint Class II special officer, adopt tort-claim form

Harvey Cedars, N.J. — The Borough of Harvey Cedars Board of Commissioners on Aug. 1 unanimously approved three routine resolutions, including the appointment of Caitlin Kisielius as a Class II Special Law Enforcement Officer and the adoption of an official Notice of Tort Claim form required under New Jersey law.
Mayor John M. Imperiale called the meeting to order at 10:30 a.m. and said, “to the best of his knowledge all the requirements of the Sunshine Law have been met,” noting the meeting notice was posted and published on July 29, 2025. Commissioners Joseph F. Gieger and Paul G. Rice were present.
The board adopted Resolution #2025-091 to appoint Caitlin Kisielius as a Class II Special Law Enforcement Officer for the Borough of Harvey Cedars, effective Sept. 4, 2025. Commissioner Paul G. Rice moved to adopt the resolution and Commissioner Joseph F. Gieger seconded. The vote was recorded as aye from Mayor John M. Imperiale and Commissioners Gieger and Rice.
Commissioners next moved and adopted Resolution #2025-092 concerning payment of bills; the motion was moved by Commissioner Rice and seconded by Commissioner Gieger and recorded as adopted.
The board also adopted Resolution #2025-093 to adopt a Notice of Tort Claim form for the borough “in accordance with the provisions of the New Jersey Tort Claims Act, N.J.S.A. 59:8-6.” The resolution states the borough will require persons making claims to complete the adopted form to satisfy the statute’s notice requirements. The motion to adopt was moved by Commissioner Rice and seconded by Commissioner Gieger; the vote was recorded as aye from the mayor and both commissioners.
No commissioner reports were offered and no members of the public were present for the privilege-of-the-floor portion of the meeting. Commissioner Rice moved to adjourn; Commissioner Gieger seconded, and the meeting was adjourned at 10:32 a.m.
The meeting record includes certification by Acting Municipal Clerk Christine Lisiewski. The appointment resolution records the effective date for the new Class II Special Law Enforcement Officer as Sept. 4, 2025, and both the appointment and the tort-claims form resolution were passed on Aug. 1, 2025.
