Committee approves continued participation in Missouri GEMT program amid fee changes

The Brentwood Public Safety Committee voted Jan. 28 to continue the city’s participation in the Missouri Ground Emergency Medical Transportation (GEMT) reimbursement program after staff summarized an amendment to administrative fees.
Fire/EMS staff told the committee the city has participated in GEMT since 2019 and that recent changes in Medicare and Medicaid reimbursement mechanics prompted a renegotiation of administrative fees. Under the amendment staff presented, GEMT’s administrative charge for fee-for-service runs would be 12% (previously 15%), and managed-care collections (Medicaid/managed Medicare) would be charged a 9% collection fee.
Chief Herman and staff said the net fiscal effect is unclear until actual collections come in because lower administrative fees on one side could offset different managed-care collections; staff recommended continuing participation. Committee members asked about projections and were told the city cannot produce reliable estimates until post-amendment collections are recorded. The committee moved, seconded and approved continued participation and the updated fee schedules.
Next steps: staff will monitor collections under the amended fee schedules and report back with actual collection performance and budget impacts.
