Troy council adopts updated policy for non‑represented city employees with new titles and salary schedule

The Troy City Council adopted an updated non‑represented employee policy that expands the list of covered positions, adjusts vacation and longevity schedules, and includes a salary matrix showing baseline 2025 salaries and a 3% increase planned for 2026.

A presenter prefacing the resolution said the policy had not had a comprehensive review since 2020 and that the prior policy expired in 2023. The presenter said the update focuses on positions rather than people and is intended to make non‑represented salaries competitive with neighboring municipalities.

“There were some titles that were added…vacation days were added…and Juneteenth holiday was added to be consistent with the holiday for other units,” a staff member said while summarizing key changes.

Council members asked whether the salary table included retroactive raises and whether adding positions (for example, director of inclusion and director of public utilities) requires amending the 2026 budget. A staff member replied that the 2025 column shows baseline wages and that 2026 will be 3% higher; the staff member said there is no automatic retroactivity unless the ordinance explicitly states so and that hiring would proceed only if funding is available or a transfer is approved.

Council also moved and approved an amendment to Appendix C to clarify planning board member stipends and alternate positions; the amended resolution passed unanimously. The presenter said the city will provide a copy of the old policy as backup if council members want to compare versions.
