Danbury ad hoc committee recommends 10-year master municipal agreement with CT DOT

Chair Peter Bizaid opened the meeting and turned to Eric Gotchuk, the assigned attorney from the corporation counsel's office, who summarized the draft agreement. Gotchuk said the document is a reworking of the 2013 agreement (amended in 2023) that brings the city’s contract language in line with current state and federal requirements for DOT-funded projects and ‘‘splits municipally administered projects into two parts’’ — those with funds provided up front and those that are reimbursable. Gotchuk said the draft ‘‘doesn’t introduce any new subjects to work covered by the 2013 version’’ and that individual projects will continue to be governed by separate project authorization letters covering project-specific details.
Councilman Irving Fox, an ex officio member of the committee, said he appreciated the attorney’s explanation but urged staff to give the council a concise summary when presenting complex contracts. ‘‘When you have a contract this voluminous, with that much history, I think the council deserves more of a summary upfront,’’ Fox said, adding that a three-bullet explanation on the agenda packet would have been helpful.
After brief discussion and the clarification that the agreement applies to DOT projects and similarly funded state or federal projects, a council member moved that the committee recommend approval of the 10-year master municipal agreement for construction projects with state funding through the Department of Transportation. The motion was seconded and approved by voice; the transcript records vocal ‘‘Aye’’ responses but does not include a roll-call or numerical vote tally.
The committee returned the recommended agreement to the full City Council for consideration. The meeting notice listed the committee meeting for Tuesday, Sept. 24 at 7:30 p.m. in Room 3 at City Hall; the transcript does not specify the year.
