Sauk Centre council approves appointment, EMT promotion and consent agenda

The Sauk Centre City Council approved a slate of routine personnel and administrative items at its Feb. 18, 2025 meeting. Council Member Joe Fuechtmann moved to approve the meeting agenda and Council Member Heidi Leach seconded; the motion passed with Council Member Kirckof absent.
The council approved minutes from Feb. 4 after a motion by Council Member Scott Kowski and a second from Fuechtmann. (The minutes document references a Feb. 4 date followed in the text by the year 2026; the council record is dated Feb. 18, 2025.)
On personnel matters, the council appointed Mike Felling to the Housing and Redevelopment Authority board for a five-year term effective April 1, 2026 after a motion by Fuechtmann and second by Leach; the motion passed unanimously with one absence. Ambulance Director Brian Zales recommended promoting Richard White from EMT B Level 1 to EMT B Level 2 effective Feb. 18, 2026 “in line with the City’s current pay policy,” and the council approved that advancement on a unanimous vote with one absence following a motion by Fuechtmann and second by Leach.
The council also adopted a Citizen Participation Plan required to advance a Small Cities Development Program (SCDP) grant application and scheduled a public hearing for March 4, 2026 at 6:30 p.m. as moved by Council Member Heidi Leach and seconded by Council Member Scott Kowski. City staff said adoption of the plan is necessary to proceed with the grant application and to ensure outreach to low- and moderate-income residents in areas where CDBG funds would be used.
Finally, the council approved the consent agenda, which included unpaid claims totaling $277,377.26 and paid claims/payroll reported as $2,214,863.94, and approved gambling exempt permit requests for the Sauk Centre Trap Team (raffle, June 10, 2026) and the Knights of Columbus Council 4863 (bingo and raffle, July 29–Aug. 2, 2026). The meeting was adjourned by Mayor Warren Stone after a unanimous adjournment motion with one absence.
The council recorded each motion as passing with Council Members Fuechtmann, Leach, Kowski and Mayor Stone voting in favor and Council Member Kirckof absent.
